"As a mother, veteran financial executive, small business owner, community leader, and proud Westminster resident of over 35 years, I believe our city deserves better leadership. I'm running for Westminster City Council because District 4 deserves a leader who shows up, listens, and delivers results. Having raised my family here while building a four-decade career in finance and accounting, including 28 years as a Financial Controller, I have seen what works and what doesn’t. I am stepping up to bring accountability, common sense, and real commitment to the city council and the people who call this community home.

I have spent my career balancing professional excellence with service, from managing multi-million-dollar budgets as a Financial Controller to volunteering in our schools, churches, and community events. I have stood up for inclusion, supported our local students, and brought neighbors together. Now, I am ready to bring that same leadership to City Hall by strengthening our local economy, ensuring responsible spending, addressing homelessness with compassion, and creating a city government that actually listens to and respects its residents."

LOAN'S VISION TO MAKE WESTMINSTER SHINE

Economic Growth & Community Revitalization

Through my "Make Westminster Shine" initiative, I am focused on improving our quality of life because a cleaner, safer city is a more competitive city. By restoring pride and safety to our neighborhoods and commercial corridors, we will attract new businesses, bring quality jobs back to Westminster, and revitalize our local tax base.

Fiscal Accountability

As an experienced accountant and seasoned financial manager, I will bring rigorous financial discipline and executive leadership to the Council. We need a leader who not only understands the numbers but knows how to manage multi-million-dollar budgets to ensure every tax dollar is spent prudently.

Cut Wasteful Spending to Invest in the Community

Real change only comes when we have leaders who are focused on work, not on political drama and infighting. The division and discord within the City Council have caused meetings to drag on for hours, costing city taxpayers unnecessary and costly staff overtime. While no single councilmember can stop council dysfunction on their own, I promise to bring a much-needed steady hand, professional decorum, and financial management background to the table to help end this waste.
By eliminating wasteful spending—from unreasonably long meetings to unnecessary street renaming projects—I will ensure your tax dollars are invested directly back into the community. My top priority is redirecting these funds toward safe and enriching after-school programs for our youth.

Protect Our Seniors & Mobile Home Residents

Our seniors on fixed incomes deserve housing stability and peace of mind. As your Councilmember, I will champion a local Mobile Home Rent Stabilization Ordinance to ensure fair, predictable space rent increases. I will fight to ensure our senior communities remain affordable, safe, and secure places to live.

Expand Youth Programs

I will champion expanding after-school and youth programs across Westminster, prioritizing new spaces for the families in District 4 where these vital resources are needed most. By strengthening our citywide youth care network, we will give our children a secure environment to learn and grow while saving working parents thousands in childcare costs.

Reduce Homelessness

Addressing homelessness requires both immediate action and long-term prevention. By continuing to partner with adjacent cities through the Navigation Center, we will ensure effective outreach and practical support for those in crisis today.
At the same time, we must look to the future by investing in after-school and youth programs. This is a proven way to provide early stability and support, helping prevent our next generation from facing housing instability.

Community Connection & Transparency

Government works best when we work together. As your Councilmember, I will bring City Hall directly to our neighborhoods by hosting regular, quarterly community town halls. I am committed to creating an open, welcoming space where we can connect face-to-face, celebrate our city's progress, and collaborate on positive solutions for the future of Westminster.

"I have known Loan Nguyen for nearly 16 years, since August 2010, and had the privilege of working under her leadership at both CyberCoders and later at Jobot. Throughout all these years, Loan has consistently demonstrated professionalism, integrity, intelligence, patience, and genuine care for the people around her.

What always stood out to me most about Loan is her leadership style and the way she makes people feel. She is approachable, supportive, and the type of leader who truly listens and guides others. She creates an environment where people feel comfortable asking questions, learning, and growing professionally. There was always something to learn from her, and I truly admire how knowledgeable, smart, and supportive she has always been throughout the years.

When Loan reached out to me again in 2019 to join her team at Jobot, I never hesitated to say yes. I already had a good job at the time, but the opportunity to work with her again was an easy decision because of the respect and trust I had in her leadership.

Loan is not only an exceptional professional and leader, but also a genuinely kind person who truly cares about helping others succeed. I truly believe she has so much to offer the Westminster community and will bring accountability, compassion, professionalism, and strong leadership to City Council.

I proudly support Loan Nguyen for Westminster City Council District 4."
